This is strange. In my experience, there are cafés dedicated exclusively to the chicha, and these tend to be classy places with a fairly upscale clientele, although young and hip. The fanciest I was in was in Casa. They made their own carbon in a special oven, and had live music. I can't imagine they will crack down on places like this.
Popular cafés are another matter, but there, I've never seen people smoking a chicha. I won't say it never happens, but usually if people want to smoke "something else" they either bring their kif pipes with them, or roll joints in their hands and smoke them right out in the open, in a café whose thick aromatic clouds leave no doubt as to what is happening there.
I think this wali's order must be for the sake of presentation and nothing else. But frankly, if we're going to launch an attack on dirty habits, why not public spitting?

:D what bothers me again is not the use of kif but the hypocrisy of people who try to hide it with aromatic clouds.
